After stating when zimun can and should be said this part of the Mishnah describes when zimun is not permissible.

וּמַעֲשֵׂר רִאשׁוֹן שֶׁלֹּא נִטְּלָה תְרוּמָתוֹ,

וּמַעֲשֵׂר שֵׁנִי וְהֶקְדֵּשׁ שֶׁלֹּא נִפְדּוּ,

וְהַשַּׁמָּשׁ שֶׁאָכַל פָּחוֹת מִכַּזַּיִת,

וְהַנָּכְרִי,

אֵין מְזַמְּנִין עֲלֵיהֶם:
